信中表示，如果在杭外籍人士需要暂时出境，并已确定行程准备短时间内离境，出入境管理局将加快审批出入境证件，全力服务保障出行。如果选择继续留在杭州，会第一时间采用双语或多语种，及时发布疫情动态、宣传最新政策、提出防护建议。

如果在杭外籍人士在疫情期间签证临近到期需要延期和取证，或遇到其他困难，也可以向出入境管理部门求助。
